This class was developed to provide default behavior in the Dupont Model such that the
actual and budget will return a zero value and the default
editor to pop-up will be a dialog stating 'No Further Drill Down Provided'.

This allows developers to get a working Dupont Model going early on even though they
haven't yet developed the business logic in an appropriate ReportValues object.
